That sounds very not fun, especially for sec and cargo. Having to either capture or deliver something to someone you can't find without reading every single ID card or having a giant meet-and-greet sounds infuriating. Also, from a lore standpoint, I think it just makes sense for your character to already know what their crew looks like from some kind of mugshot compilation of everyone they'll be working with.
