I know people compare ss13 a LOT (but really that game has been around FOREVER and has solutions for all sorts of problems that ss14 is going through). But there's a thing in ss13 where syndies can take contracts on some servers to earn more telecrystals to play around with (as a result the starting telecrystal count is a bit lower) so they kinda have to work through round long disruptive objectives to earn the TC they need to go after their big main juicy objective. I feel like if we had something like this to make becoming a round start syndie a bit more engaging and giving you more round long pressure via completing small, not permable objectives that could be simple things like;
"break out 10 lights in the station"
"Set yourself to wanted and evade arrest for X time (would be beneficial to the syndicate cause you'd be taking heat off yourself.)"
"place a camera bug in the CEs office (accepting the contract would give you the contract specific item)"
ect.
