Have BSO start with a small box of 'trackers' they can give to someone. These work like nuclear disk does for pinpointer but only for a special 'VIP' Tracker possessed by the BSO. The tracker can change target by pressing z and will display the name of the tracked item when used.

So if you label a tracker "CE" it will say "Tracking CE"

Trackers are already a form of VIP item, what you're describing could be achieved better with just giving the BSO a version of the CMO's crew monitor that only tracks tracking implants.
