I like this idea. it should have an exception for radio, so that you can still whisper if using the radio

I disagree. Instead, implement another feature for the radio, where if you DON'T whisper then all radio messages get sent in all caps.
So specifically in person people with this accent are monotone, in over comms they always appear to be SCREAMING.
