Is it powergaming for a CE to hide the PA in their room? if it is, is it powergaming to move it into an engineering access storage room? Does this change if the CE doesnt want a tess/singu lit? What if they already lit a tess?

Same as bolting your doors as command, or hiding the nuke disk. Unless you already have been made aware of a specifik threat targetting that, you should not have a reason to suspect things are not secure, and should not be doing this.
