On the security NDA

Recently, I have been playing some HoS.
I've been told, when attempting to brief my officers about metashielded threats (e.g.: Heretics.) I am often told this is covered by the security NDA.
However, I have been told by an NTR player that it is not and requires a separate one.
Who is right? Did something get updated recently-ish or are people just wrong?
