Im a bit confused on how the process looks like, from the guidebook it seems only NTR/Magistrate can class 2 someone, the department head can only "nominate" someone for demotion.
What happens if those CC VIPs aren't on station, does the decision to fire someone go to capitan?
The captain and department heads can always demote the people that work under them, regardless of if there are CC vips or not, as long as they have a reason to do so.

The first time i ever tried demoting someone as QM i was pretty explicity told by NTR that its not my decision to make and that if i pull a stunt like that i will be "thrown out the airlock". I guess i will be more liberal with firing people.
So essentially, a department head can demote anyone under them with a reason, but CC vips can demote a person without "approval" from a department head if they find enough SOP breaks?
Yup. If it was a person from your department, and you had a legit reason for the demotion, the NTR has no say in the matter and should not be stopping you.
