Cutting off ling limbs? Hack or hoax?

So someone told me in LOOC once not to cut off changeling limbs because it's against the rules. My question is, what rules would it be against? If a person is capable of breaking from handcuffs and reviving from the dead, I don't see why I wouldn't be allowed to cut a leg or two off so that they can't run away as fast.

I'm pretty sure they CAN regrow the leg if they change forms so I'm a bit confused what the problem would be? Since it was a player who told me this and I haven't recieved any complaints in the past, I just want clarification if I can cut off a leg or not.

Removing limbs purposefully would be a form of torture which is not allowed and will be under Rule 1 when it gets updated. It is also HEAVILY against SOP because of their human rights and this is a massive human rights violation.

Changelings are going to be removed anyways, but they are not defended against Space Law which is why we just normally opt to ash them, but still you should not be mutilating people. It's just... too weird. Still leans too much into torture, and we don't condone actual torture RP. It is especially uncomfortable for your second party, the changeling.
