So, if I'm e.g. writing something that takes place multiple years in the past, should security be equipped with Mk 58s and stun batons or has it always been the RG-2 now?

Things like that can be RP'd as budget cuts or changes in something like policy in the company. It's minor and it's happened a lot for when medical got changed a bunch and things changed.
Stuff like IPC removal, for example, is not canon and IPC's have never existed in the lore now. You can RP someone just being a synthetic, but IPCs specifically aren't real.
