I had some round (15024) where I was the only scientist as RD and some borg got luddite and started taking apart all of science, including the research server which reset all the tech and since the artifacts were bad and I was the only scientist I couldn't really do anomalies, so science never recovered and we never had tech again. Is it allowed to do that? because it made that round terrible tbh

There are some lawsets which allow borgs to be very disruptive, luddite is one of those. The laws are as follows:

  1. The crew must learn to survive with as little technology as possible.
  2. The advancement of all technology is evil and must be prevented.
  3. All artificial intelligences must be purged once the prior laws are complete.

The lawset pretty much necessitates the destruction of the science department. There's other lawsets, and combinations of ion laws, which are just as destructive or even more. (remembering a case of "Living is harmful to the crew") This is offset by how rare they are, currently a borg hit by an ion storm has a 0.25% chance of getting luddite.

It sounds like this a very unfortunate combination of events, where a borg got luddite with you being the only member of the science department, but I'm afraid in this case it is fully within the rules and frankly what the borg should have been doing.
