Personality
In terms of personality, she has the charisma, subtlety, and inside voice of a sledgehammer. However, she's learned that most problems can be solved by yelling at them, threatening them, and hitting them, in that order, so it's mostly worked out for her.
She isn't stupid, or even incompetent, but she usually holds a general disinterest in anything irrelevant to the essentials of whatever line of work she's in. As a command member, she is very adamant that people follow her orders, but in lower-ranking positions, she usually does what is asked of her.
Backstory
Crazy Cathy has very rich parents. This is a constant across multiverses.
In shifts where she is a Command or Central Command member, that's in the timeline where she was able to wield her nepo-baby might to get into a position of power.
In other shifts, that's the timeline where her parents disowned her, condemning her to a lower-middle class existence.
