SOP breaks and OOC consequences

hi funkmins!
i would just like clarification on whether or not SOP breaks are purely an IC problem or if they would lead to OOC consequences?
this is mainly in relation to things such as science making weapons (with reasoning) and security where the SOP is much more in depth than many of the other SOPs and feels like violation could have a much stronger gameplay affect than something like the janitor being slow.

SoP is a purely in character issue, but often times SoP breaches can overlap with server rules such as play your character, meta/power gaming, don't be a jerk, etc. A captain realistically wouldn't confine an NTR to their room over first offense, being annoying, but rather a history of problematic behaviour, or a severe offense.

Do note, the main exception to this is regarding general command sop specifically: early evac/extending evac.
