Yes it does. Chemists and Doctors (regular crew) do not know what vestine or vestine-related chems are or how to make them.
Omni is not metashielded.
-During a zombie outbreak, are doctors allowed to know how to treat it without being told how or do they need the CMO to explain it every time?
Unfortunately, this is the most unfollowed situation and something that is really hard to enforce because it is broken every time. The CMO is supposed to be the only one who knows the cure and what to do, and yet we've had to allow chemists to sort of get the wool lifted from their eyes instead of getting it RP'd out that the CMO is letting people know. It's almost treated like how people suddenly learn what a heretic is when that announcement is given for their ascension.
-If someone is killed, brought back as a ghoul, killed again and MMI'd/otherwise brought back by "normal" means, what are the rules on them remembering their time as a ghoul? Is it a case of they were technically dead and dont remember or can they if they want to like if they were mind controlled? And are they now crew aligned again or still in the ghoul mindset?
You died, you follow the normal "I don't remember" stuff. Ghouls are weird and I could have sworn they turn to mush after dying. But I am probably misremembering. Either way, you don't remember, if it doesn't say you're a ghoul anymore then you're not a ghoul. If you are, then you are. Follow what your character page tells you.
